IMPORTANT VOLUNTEER DISCLOSURE MESSAGE:
- We are printing as many petitions as we can afford to supply volunteers! If you can't afford this expense please let us know so we can help put 200 of each petition into your hands! We can currently supply about 500 to 1,000 volunteers based on the current donations we have and plan to receive.
- It is actually cheaper for volunteers to simply get their own petitions printed at a cost of about $20. Our cost is $21 for 200 of each proposal (total of 400 copies), so others may be able to get better pricing! When adding the time, effort and cost to distribute petitions to volunteers we can see the opportunity to save everyone valuable time and financial resources!
- Please consider mailing costs as well, which should be under $15 per packet of 400 petitions mailed. We will have collection points set up throughout the state as things progress to help mitigate these costs, but all petitions will need to come to the address listed on the petition and ultimately back to the proponent by the collection date specified once circulation begins!
- We will be validating, sorting, counting and vetting all petitions as we go, and every volunteer will have real data and numbers to see and share once connected to our online open campaign platform, which will be used to track everything!

EASY TO FOLLOW SIGNATURE GATHERING INSTRUCTIONS FOR VOLUNTEERS!
CRITICAL PETITION PRINTING INSTRUCTIONS:
- Start by downloading the PDF file using the above link
- Purchase "legal size" 20# white paper which is 8.5" X 14" only for CIRRRA (electronic signature gathering) petition! (Note: Regular size paper can't be used for this petition, so we recommend using a local print shop to print!)
- The CEVI (electronic voting) petition requires "tablet size" 20# white paper which is 11" X 17" otherwise all printing instructions are the same if you have a printer that can print 11" X 17" paper, recommended to use local print shop to print!
- Set printer settings (on your printer menu) to print on 8.5" X 14" paper for CIRRRA (or 11"X17" if printing CEVI). The final document for both will fit the full page leaving a 1" margin at the top and a 1/4" margin on sides and at the bottom. Printing PDF to "Actual Size" on most printers gives these margins.
- Make sure your printer is set up properly to print a black and white document and is printing clean and clear images. (Note: streaks, smudges, smears, double images, blurred, faded print, torn paper, and any flaws in general are not acceptable. Petitions must be clean and uniformly printed with clear writing to be considered legal.)
- Make sure paper is loaded properly and feeding evenly into printer evenly.
- Open the PDF file in your computer PDF reader program and click on print, then go to print settings.
- It is a two page document that must be printed on one sheet of paper. (Front to back.)
- The diagram below shows an example of printer settings, including the margins and overall look of the final page dimensions. (It is important to select "fit to page" otherwise the image will not fit the 8.5" X 14" paper with the legal 1" top margin requirement.) The same applies for printing 11" X 17" paper petitions.
- Some printers will print two sided front to back and as long as the document flips along the long edge like reading a book it is being printed correctly.) (If printing one side at a time it will be very important to make sure the top of each page has the 1 inch margin so flipping and feeding is up to how your printer works. If printing multiple sheets one side at a time then it is best to print all one side first, then flip the stack together and then print all of the back in the second run. Test print a page to make sure each petition is printing properly before printing the entire stack.)
- If this is all too difficult to make work, or if printing lots of petitions, it may be best to simply find an inexpensive print shop and pay them to do it right! They will set the print to "Actual Size" but make sure the final copy has a 1" top Margin. A single petition is not a big deal cost wise, but when printing in bulk, it is best to shop around.

CIRRRA and CEVI PETITION FILLING OUT, SIGNING, AND MAILING IN INSTRUCTIONS:
Once petition is printed, please follow this example to fill it out and sign properly. No extra marks, notes, or any type of added comments. All information must be current for each CA registered voter participating. It is important to stay in the spaces provided and be as neat as possible, so we can be sure that every voter signature collected is legible, identifiable, and counts!

All volunteers who want to help circulate petitions and be able to legally sign the Declaration of Circulator section at the bottom of each petition for other voters must sign and turn in the following agreement to the same address located on the petition. This agreement will be kept on file with the initiative's proponent for 8 months post circulation being completed. Otherwise, CA voters can sign their own Declaration of Circulator section and submit the petition directly to the address at the bottom of the petition themselves!
AFTER READING THE PROPOSALS!
Please make sure that you follow these basic instructions to get California registered voter signatures only!
1. You must be at least 18 years old to collect signatures!
2. Each petition must contain ONLY signatures from registered voters in the single County you designate on each page of the petition. (So one petition means one County of voters who signed it!)
3. Only signatures and addresses from CA registered voters who have up to date and accurate name and residence information on file with the California Secretary of State will be counted, so please make sure all endorsements have full legal voter names, signatures, and addresses that match CA Voter Registration Department records.
4. Only one signature per Voter and DOUBLE signatures cause all kinds of problems and can cost us a percentage of all our signatures as they are identified and need to be removed ahead of time! Ask people to sign who care about this proposal, and want to see it happen, and it shouldn't be a problem! (NO DOUBLE or DUPLICATE SIGNATURES)
5. Absolutely NO P.O. Boxes are allowed anywhere on the form!
6. Use "blue or black" ball point pen only!
7. Do NOT write in the space label for "official use only" located on the Right of each signature space, and the empty space on the Left can be used to reprint any information that makes the signature and address more identifiable because the owners writing may not be readable. Do not change anything just write clearly in the small space on the left only so officials can find them in their system easier.
8. If someone messes up signing in any way, no big deal, just tear the petition in half and start a new one. Orient people to what they are doing before signing and there should not be as many mistakes.
9. All signatures MUST be witnessed by the person collecting signatures unless the same voter signs and fills out their own declaration section. (This is what the "Declaration of Circulator" section at the end of each petition is for and this portion must be filled out properly in order to have all the signatures count.) Signing your own petition that you are circulating as a CA voter is permitted (one time only and on the first petition only). Each petition must then be completed by filling out and signing the Declaration section at the end of the petition with you filling out accurate Name, dates of circulation/(started collecting and finished collecting), date the form was finalized/completed and the County where you are physically standing in when you actually sign the form with your full legal name and middle initial if you have one. All signatures collected must fall between these dates. Do not pre-fill out dates, and it's best to fill in the information when it's time to do so as each petition is committed to the county the voter lives in. One signature per voter per petition means the petition can be dated and finalized all in one setting. Keeping things in order while filling out the petition will help us to keep from making mistakes which could cost us all the signature on the petition as it would not be valid if this is not done right. - Petition Circulators must fill in the County they will be collecting signatures in on each petition at the time the first signature is collected. Please do not fill in the County until you are going to actually collect signatures on them! Once you fill in the County name, only voter signatures from that County are permitted to be placed on that petition! No exceptions so please confirm with signer where they are in fact registered first!
- So, at the time of the voter's signature gets placed on each petition, we require that you put the starting date and ending in the “Declaration of Circulator” section at the end of each petition. Please do not put in this date until you are certain that you will be getting the first signature filled out. Use the same date for each space on the petition and you are done collecting the signature for that petition and it is ready to be turned in to us!
- All signatures must be observed or provided by the same registered voter for each petition and it's best to instruct the person signing to put the correct information in each of the spaces provided if observing as a circulator. For example: The first space is for them to legibly print their name. If this is not legible please confirm their name and spelling in the single open box space immediately to the left of where they signed! The open space to the right of each signature box is to be kept free and it’s helpful to let each signer be aware of this. Going slightly over the margins will not ruin the endorsement as long as it's accurate but we still want to again stay organized. Some counties are more strict than others and could disqualify a signature if they do not have their official space free of any marks. The entire petition must be free from any marks other than the marks needed to fill out the voter information and Declaration information spaces.
- If the signer makes a mistake and it is determined that starting over is necessary a new petition is required as there is only one space to use per petition. Do not make any other marks or attempt to black out or remove the information as this will nullify the signature!
- We want to avoid registering people to vote at the time of circulation because it simply adds extra steps to ensure that their signature counts. If you wish to do this, please ask for additional guidelines before providing voter registration services during this signature gathering effort. Please start now telling folks to get their voter registration filed and up to date! It can be done online! They must be currently registered and have up to date and accurate information at the time of signing.
- Finalizing each petition requires the “Declaration of Circulator” section at the end of each petition to be filled out properly and completely by each petition circulator or by the voter who signed the petition. Once you have collected your last signature on a petition print your name and put your residence address, (P.O. Box is not acceptable.) Put the date you got the signature on, and use the same date for both when you started and finished collecting the signature. One signature per petition makes this very simple to complete in one setting. Then put the date and place of signing that you are physically standing in at the time of signing the declaration. (For example: “El Dorado County”) Finish by signing your full legal name and middle initial if you have one!

- Represent Yourself! Sign Online!
- The CA Constitution provides Initiative Referendum and Recall petition processes so that "We the People" can propose our own legislative changes by submitting our own new legislative ideas to the voters, by proposing to stop legislation that we do not want, and by replacing elected officials between elections by asking for a new election! This is already our right and we are not changing it just asking for it to work more effectively and efficiently for the voters with Electronic signatures VS. pen and paper signatures!
- The pen and paper system is extremely flawed and hundreds of thousands of signatures are disqualified for simple human errors such as double signatures (which may not be so innocent), name changes, address changes, and general information not being up to date, or current with voters actual status, voter registration department error, such as not being able to recognize person's signature due to legibility, voter verification bias, and so on.
- CA Secretary of State already houses and uses our digital signatures and we can log in and register to vote online and authorize our DMV signature to be transferred from DMV's database, but we are not permitted to transfer our digital signatures to an online petition and have our signature deemed affixed and treated as our pen and paper signature. This is a form of discrimination found in our existing law, especially when the law allows for our signature to be housed as the gold standard to which our wet signatures must match in order to qualify! We can legally sign most everything else in CA electronically and the petition process should not be the exception!
- This will make signature gathering in front of Grocery Stores and in public spaces not necessary and allow the voters a way to participate where only special interests can afford to pay the millions of dollars it typically cost to pay folks to stand out there for us so we don't have to.
- We already use our signatures online applications such as document signing for mortgage transactions, online banking, taxes etc.
- All voters should have greater access to these legislative functions and folks who live in rural communities, troops over seas or away from home, home bound individuals etc. can participate with greater ease as well and for those who cannot use online systems they can rely upon our paper download which can be mailed or delivered in ways that are not electronic at all.
- One or two of the total initiatives that we see every year, which typically cost 2 to 15 million to process, easily pays for the one time computer system that will eventually turn into a process that saves our state money.
- The proposal has directives to make the security of this system a legal priority! Having our signatures deemed affixed and treated as our signature means all of the laws of our State and Nation that protect our signatures will now protect our digital one as well! Also the tally of signatures shown directly on the Secretary of States sight is there so we can all watch the count and use that information to match against our signature on file!
- The proposal in a nutshell starts with giving the Secretary of Sate 180 days to put the system in place. We want pro and con arguments visible on their site, a place to electronically affix our signatures to an online petition, a PDF paper download option, a tally of signatures, and these mechanisms to work at all levels of our government, City, County and State. We also asked that the pen and paper system remain as an alternate system for any proponent to use if they so choose!
- Security and hacking is best explained when we understand the entire process of how these proposals actually work. It's just a proposal, meaning if someone wants to hack signatures they would do so with the intent to qualify or disqualify a proponents request for change. If a hacker hacks it down removing signatures a proponent can simply resubmit over and over again! if its hacked up by adding signatures, well it still has to go through a ballot vote to become law. I say go ahead and risk hacking there is very little to gain and so very much to lose when caught. Besides our voter registration system has yet to be hacked in any state which our signatures are housed online and we also have technology which has already answered the privacy and security and allows for hacking countermeasures to take place. Pretty good privacy and Block chain are just a couple of examples that could be applied to the new system!
- This proposal is powerful enough to give every elected official in the state a pay cut per the voters majority decision and they can't do anything to stop it.
- The whole system is essentially free for the voters to use already and the office of legislative counsel will write law proposals for the public so paying expensive attorneys is not a requirement! Plus filing fees are returned if a proponent gets enough signatures to support their proposal. The only major cost currently is the signature gathering fees and the advertising costs. When Done online the message gets delivered online as well and the per signature fees disappear!

List of Signature Gathering Supplies for Locations!
- Long folding tables to petition from! Hopefully we don't need any chairs as we don't anticipate having to sit around all day waiting but you can decide. If you are volunteering and can provide a table to a location please plan on doing that! We can share those messages on our open campaign management platform so we all know who is doing what! The more we share this signature gathering event in our communities the faster it will go. Locations will have limited supplies of petitions!
- Clip Boards (Legal sized) to hold 14" long legal paper petitions! If each signing location is only collecting signatures from one County (their own) then this is enough! If collecting for additional Counties then use separate clip boards for each County to help keep things in order or colored paper to separate out each County on the same clip board. It gets tricky making sure folks are signing the right county, so please be careful! If collecting from another County please make sure that each petition accurately shows the voter's county of registration and not the one they are standing in!
- Pens Blue or Black Ball point only and enough to ensure many folks can sign without running out.
- String to fasten the pens to the clip board. It seems silly but they will walk off and in a hurry! If you don't believe that can happen, try it and see how long it takes before your location is out of pens!
- Please keep our flyers and basic information handy and talking points available for folks to read while they are waiting to sign.
- Setting things up in an assembly line fashion will help keep things in order and folks from losing track of which petition they have signed. So maybe a start here and finish here sign! Speaking to groups helps relate to more people and is a good way to get multiple people signing. Just make sure that everyone is filling out the petitions properly and not leaving blanks or information that is not legible. we can use the space to the left of the signature to write their name or address information clearly. The space on the right must remain free from any marks and is labeled for official use only.
- No one is signing anything that is going into immediate effect and these are all just endorsements to support the overall qualification to get us on the ballot. With that in mind we should keep the conversations and debates to a minimum and folks can sign or not based on their desires to support the measure. Dress comfortable and wear shoes that can support your feet. No need to over dress or under dress to so please consider this a working environment and the location you are supporting should be proud to have you at their location!
